Thank you for all of your many letters, emails and phone calls in support of the Pennsylvania Film Tax Credit program. We are thrilled to announce that because of the great support for this valuable program, the Film Tax Credit Act of 2007 will continue!  The Governor and the Pennsylvania Legislature can see the economic benefits and jobs the film production industry produces for the Commonwealth.  That said, in this very difficult budget year, the cap has been set at $42 million.  Next fiscal year the cap will increase to $60 million, continuing the tremendous expansion of the film industry in Pennsylvania!  the Pennsylvania Film Office is accepting Film Tax Credit applications NOW for this fiscal year (ending June 30, 2010)!

FILM TAX CREDIT: THE PENNSYLVANIA FILM PRODUCTION TAX CREDIT INITIATIVE

Governor Edward G. Rendell, along with the Pennsylvania Legislature, has significantly increased the Commonwealth of Pennsylvania's film production incentive program.  

Effective July 1, 2007, Pennsylvania will provide a 25% Film Production Tax Credit for film production expenses incurred in the Commonwealth.  The transferable tax credit is available for feature films, TV shows and series, and commercials intended for a national audience.  In order to qualify for the tax credit, 60% of the total production expenses must be incurred in Pennsylvania.  The program is capped at $75 million for the July 1, 2008 - June 30, 2009 fiscal year.

A qualified Pennsylvania expense is production expense that is subject to Pennsylvania taxes.  There is no per project cap.  Applications will be considered in the order in which they are received.

HOTEL OCCUPANCY SALES TAX EXEMPTION

In Pennsylvania, the hotel occupancy tax is exempt for feature film productions when hotel stays are in excess of 30 days.  Film production companies should contact the Pennsylvania Film Office for more information.

FEE-FREE LOCATIONS

In Pennsylvania, film companies are not charged a fee or other location cost for the use of state-owned property when filming commercial motion pictures of any length except for the actual costs incurred by the affected state department or agency and for activities outside the normal course of business, such as demolition and/or construction projects totaling more than $1 million.
